Blocked by jstor?

When I use chrome i get a message about my traffic being suspicious, if I use Waterfox i get a proxy message.

I’ve deleted cookies and cache, I’ve deleted the Google folder, I’ve even used a VPN and i still get these errors. How do I fix this?
