“Error: Failed to load PDF document”

Is anybody else seeing this? I’ve gone through regular (institutional) channels and through VPN, using Brave and Microsoft Edge, but each time the pdf seems to load piece by tiny piece, typically cutting out after a couple of seconds with “Error: PDF failed to load”. Refresh 20 or 30 times and you get it in the end, but this is aggravating. Is there any setting I should be looking at?
